UF Leadership & Reps

United Faculty is led by an elected Executive Board and a Representative Council elected from each academic division across the three campuses. Grievance Reps — one per campus — provide the first line of defense when contract rights are at stake. Standing committees, chaired by Active members appointed by the President with Rep Council approval, carry out the day-to-day work.

If you have a question or concern, your Rep Council member is the first contact. They will route the question to the Executive Board or to grievance reps as appropriate, and they will close the loop with you.



The Representative Council is the policy-making body of the Association. Reps are elected by and from each academic division (or combination of divisions) on a one-member, one-vote basis. Each division is entitled to one representative per 25 members, with additional representatives for each additional 25.
The Executive Board is the elected leadership of the Association. President — Steven Estrada. Principal executive officer and policy leader; official spokesperson for the Association; signs the JCCU on behalf of UF. Vice President — Joel Salcedo. Assists the President in all duties; serves as designee as needed; member of the Negotiations Team.
The Negotiations Team represents and bargains on behalf of full-time faculty in the North Orange County Community College District. The team is appointed by the President in consultation with the Lead Negotiator, subject to approval by the Representative Council, by the beginning of each academic year.
Grievance Representatives are the first line of defense when contract rights are challenged. Each campus has a dedicated Grievance Rep. Together they function as a committee that can serve any member at any campus, with the campus rep as primary contact. Cypress College — Ruth Gutierrez. United Faculty maintains the following standing committees, established under the bylaws and subject to Rep Council approval. Committee chairs are appointed by the President subject to Rep Council approval and report periodically to Rep Council. Communications Committee — Chair: Toni Nielson (Fullerton College).
