Joint Collaborative Consultation Understanding (JCCU): Shared Governance Among the Five Faculty Bodies

The Joint Collaborative Consultation Understanding (JCCU) is a non-binding agreement among five faculty governance bodies in the District: the Cypress College Academic Senate, the Fullerton College Faculty Senate, the North Orange Continuing Education Academic Senate, United Faculty (CCA / CTA / NEA), and Adjunct Faculty United (AFT / CFT). Its purpose is to clarify how Senate purview under Title 5 (the "10+1" academic and professional matters) and union scope under EERA collective bargaining work together where they overlap, and to operationalize the AB 1725 shared-governance mandates.

Identified overlap areas where the five bodies commit to collaborate: academic calendar; academic freedom; curriculum (as it relates to union scope); enrollment management; faculty evaluation procedures; faculty hiring procedures (including job duties and compensation); faculty service areas; professional development; program viability and discontinuance; reassigned time procedures; tenure review processes; and textbook and course-material policies.

Concrete commitments in the current draft:

  • Presidents of the five bodies meet no less than monthly.
  • Senate Presidents may give feedback on negotiations relating to overlap matters; Association Presidents may give feedback to Senates via public comment, agenda items, or designated liaisons.
  • Coordination on appointments to district-level committees, including district management hiring committees.
  • Executive Boards / Executive Committees of all five bodies meet jointly once each semester.
  • The JCCU is reviewed annually at the start of fall semester.
  • Amendments require support of three of five Presidents (with at least one Senate and one Association) to draft, then a simple-majority vote across all five bodies' representative councils.

First read of the current 3.7.26 draft is in April; targeted vote across the five bodies is May. NOCE has already approved.

The full draft is available in the Documents Library. The JCCU does not replace bargaining or the bylaws; it organizes how five separately-governed bodies coordinate where their work overlaps.
